However, on-premises deployments can be expensive to build and maintain, and they often lack scalability and flexibility. In recent years, the cloud-based deployment model has gained significant traction. This offers numerous advantages, including lower upfront costs, rapid scalability, and access to cutting-edge technology. To address government security concerns, major cloud providers now offer dedicated "government clouds" that meet stringent security and compliance standards. The most common approach emerging is the hybrid model, which combines the best of both worlds. In a hybrid deployment, a government might keep its most sensitive identity data on-premises while leveraging the cloud for less sensitive functions, such as application hosting, front-end user interfaces, or development and testing environments, offering a balanced approach to security, cost, and flexibility.

Solution Types: From Identity Verification to Federated Identity

Finally, the market can be segmented by the specific type of solution or function being provided. Identity Verification (or Identity Proofing) is a foundational solution type. This refers to the initial process of confirming that a person is who they claim to be, typically during enrollment. This service involves checking documents, cross-referencing databases, and performing biometric checks. Once an identity is established, the next solution type is Authentication. This is the ongoing process of verifying a user each time they log in or access a service, confirming their identity through various factors. Another important solution type is Identity Federation. A federated identity model allows a user to use a single set of credentials (from one trusted "Identity Provider," like a national ID system) to log in to services across multiple different agencies or domains (the "Service Providers"). This creates a seamless single sign-on (SSO) experience for the citizen, eliminating the need to manage dozens of different usernames and passwords for various government websites. This approach greatly enhances user experience and is a key goal for many modern e-governance initiatives. Understanding these different solution types is crucial to grasping the functional building blocks that constitute a complete and modern digital identity ecosystem for the government sector.
