They require highly scalable, robust, and feature-rich platforms that can handle tens of millions of policies and complex product portfolios. Their purchasing decisions involve long, formal RFPs and a preference for established vendors with a proven global track record. The Mid-Market Insurers (Tier-2 and Tier-3) represent a much larger volume of companies. These carriers may have less complexity but are highly focused on speed-to-market, cost-efficiency, and ease of use. They are the primary drivers of the SaaS market, as they often lack the IT resources to manage an on-premises system. They are more willing to work with innovative, up-and-coming vendors who can offer a faster, more cost-effective path to modernization. A third category includes Niche Insurers and new InsurTech startups, who need extremely agile, lightweight, and often API-driven platforms that allow them to launch quickly and scale on demand, creating a distinct market for highly flexible, "headless" PAS solutions.
